No, unless you've somehow hacked the host computer, there is no way to give yourself this privilege. RCON is a server side thing, only the server can give you this privilege. Being admin vs. Non-admin or having access to the server console vs. Not having access to the server console is something the server controls since it is the host, your client has absolutely no power over that. TL;DR It doesn't work for the same reason there exists no 'infinite health' or 'noclip' or 'infinite ammo' hacks.
The only way I see something like this working is if you somehow brute-forced the RCON password which I see a fat chance of happening because bruteforcing password lengths at 8 digits takes around 80-90 days and many RCON passwords are longer than that and could take MILLIONS OF YEARS, unless you were to have quantum computer(which does not quite exist yet). Just to make sure you read our forum rules.
We do not talk about hijacking PCs, brute forcing passwords & anything else related to hacking in general. Also, did you consider the option that you can manipulate the byte packages and so on, fool the server with wrong information? Though it is not easy at all. The source engine has had many public exploits since it's release all the way up until today. There are still multiple exploits to crash source engine 2013 based games.
The exploits in these videos you talk about have been patched but did work at a time. It's not the same as god mode or infinite ammo, there are real things called exploits that work without brute forcing or having ownership of the server. It's illegal to use them on servers you don't own or have permission to use though and against the TOS of the forum so they can't be talked about here. Backwards is offline. Not even worth it for a CSS server then.
